Letter Urging Rescission of Federal Project Labor Agreement Mandate

Background

On July 1, 2025 a group of U.S. Senators sent a letter requesting the rescission of the FAR Rule implementing Executive Order 14063 that requires Project Labor Agreements (PLAs) on federal construction projects valued at more than $35 million. The senators argue the mandate reduces competition and increases costs by limiting opportunities for contractors that are not signatory to such arrangements.

Impact on Construction

AGC neither supports nor opposes contractors’ voluntary use of PLAs on government projects but strongly opposes any government mandate for contractors’ use of PLAs. The lawful labor relations policies and practices of private construction contractors should not be a factor in a government agency’s selection process.
